The New York Landmarks Conservancy honored Charles A. Gargano with its 2003 Chairman’s Award. Mr. Gargano is Chairman of the Empire State Development Corporation and Governor George Pataki’s top economic development adviser.
The Empire State Development Corporation (ESDC) is the principal economic development entity for New York State. The Corporation has authorized subsidiaries to manage local economic development activities including the 42nd Street Development Project, the Lower Manhattan Development Corporation (LMDC), the Pennsylvania Station Redevelopment Corporation (PSRC), and the Upper Manhattan Empowerment Zone (UMEZ).
Founded in 1999, UMEZ is the first and only Empowerment Zone initiative in the country to use preservation as a force for economic development: the Upper Manhattan Historic Preservation Fund was created to restore and preserve historic properties in Harlem, Inwood, and Washington Heights. The Landmarks Conservancy administers the fund and has awarded grants and loans totaling $4 million to 29 projects.
Mr. Gargano chairs the newly named Moynihan Station Redevelopment Corporation and, in a fitting testament to Senator Moynihan and the great Penn Station, this Landmark building will become a grand gateway for New York City.
